Small businesses may be having only a few employees on their rolls this is because the production and sales of various products in a small company will be very less. There are some big companies that have a large amount of production. These companies have enough employees to be sent for training. The small companies have fewer people and the off job training that is conducted may seem to cause a loss for the company. This is the main thought of the management.

The truth is that even small companies and small businesses should send their employees for regular off job training. On the job training will help them to learn the needed skills to do their regular work.
